Council Plans and Strategies

The Community Strategic Plan (CSP) or (The Plan) is the key plan that guides all of Council’s plans. Other plans include actions to support the CSP. The CSP outlines the community’s key priorities for the future of Georges River LGA. This plan spans at least 10 years from when the CSP gets endorsed.

Council conducted a program of community engagement to review the CSP. Council adopted the CSP and its documents on Monday, 23 June 2025.

The Delivery Program is a four-year plan. It outlines the key strategies from the CSP that will be priorities for this council term. The Operational Plan is an Annual plan. It includes detailed actions from the Delivery Program.​ The Resourcing Strategy has four main parts.

    • ​A workforce management plan.

    • Asset management plan.

    • Digital resource management plan.

    • Council’s long-term financial plan.

Aboriginal and Torres Strait Islander Strategy

This strategy reflects Council's commitment to recognising the unique histories, cultures, and contributions of Aboriginal and Torres Strait Islander peoples. It was developed through extensive consultation with Bidjigal Traditional Owners, Council’s Aboriginal and Torres Strait Islander Advisory Committee, Aboriginal and Torres Strait Islander peoples who live, work and meet in the Georges River area, and Council staff.

The strategy will help us work toward a future that respects cultural protocols and values diversity. It supports cultural preservation, and empowers Aboriginal and Torres Strait Islander communities.

Community Engagement Strategy

This strategy sets out our commitment to engagement with the community. It establishes guiding principles to ensure community engagement is purposeful, timely, genuine, inclusive and transparent.

Community Infrastructure Needs Assessment and Acquisition Area Strategy

This study offers guidance on open space and community facilities. It focuses on identifying gaps in provision at the LGA level and highlights local areas for future attention.

Create Georges River Cultural Strategy

This strategy shares plans and hopes for developing and supporting arts and culture in the Georges River over the next ten years.

Customer Experience Strategy 2022-27

Our intention is to provide our customers with excellent, responsive and appropriate service delivery. It outlines the steps we must take to keep improving our customers’ experience.

Customer Experience Charter

This charter explains what customers can expect from the Council. It covers how to access information, give feedback, request a service, or suggest service improvements. This document is part of the Council’s Customer Experience Strategy 2022-27.

Disability Inclusion Action Plan

This strategy is our commitment to creating a more equitable community. This is our second DIAP. It outlines steps we will take to make Georges River more inclusive and accessible. This includes better access to facilities, events, and activities.

Early Learning Services Strategy

This strategy guides the development of our Early Learning Services into the future. It’s a plan for what we’ll do in the next ten years to improve our services for the community.

Economic Development Strategy

This strategy focuses on the benefits of having a business in Georges River. Our centres are some of the most accessible in Sydney. For example: Kogarah was recently ranked the 16th most accessible in Greater Sydney.

Enterprise Risk Management Strategy

This strategy sets out Council’s response to strategic risks. What can stop our organisation from reaching its strategic goals? This strategy will help Council reduce service risks and boost our ability to meet strategic goals. Risk management needs to be part of the Council’s overall strategy. It should blend with business plans and daily activities, not work alone.

Environmental Resilience Action Plan

This plan shows how we will cut down its environmental impact. It builds on the Council's work for Climate Change, like its net zero carbon emissions and renewable energy targets. It also aims to show the Council's commitment to lead by example.

Events and Festivals Charter

The purpose of this Charter is to define a framework for Council and external events for the greater benefit to the Georges River Community.

Georges River 2050 Leading for Change

The 2050 vision shows the Council's goals from community input. It guides leadership to tackle a wider agenda and address major changes for a sustainable future. This strategy shows our promise to the city. We will be a positive leader for change, even with the challenges we face now and in the future.

Innovation Strategy

This strategy outlines the pathway towards an innovative future. Aiming to discover new ideas and ignite creativity. As well as find solutions that are socially, environmentally, and economically sustainable. A culture of innovation is key to embracing change. It encourages a growth mindset and helps us adapt to our changing world. By injecting innovation into our everyday - we will be a ‘leader for change’. 

Interim Community Property Strategy 2020-23 

This strategy helps develop and manage the Community Property portfolio of Georges River Council. It looks at how the Community Property portfolio can meet current and future community needs. It also aims to support the Council's objectives.

Kogarah Investment Attraction Strategy 

The strategy highlights Kogarah’s unique strengths in health and education. It presents a clear, fact-based story for Kogarah as a centre for the ‘Four R’s’. The Four R’s will be the pillars that support the Kogarah Health, Education, Innovation and Precinct (HEIP).

Libraries Georges River Library Strategy

Libraries 2030 is a document to guide the development of our public library services to 2030. The strategy outlines the policies and actions we will take in the next ten years. It aims to align our efforts with the needs of our community.

Open Space, Recreation and Community Facilities Strategy 2019 - 2036

This strategy provides high-level direction for community centres, libraries, open space, sport and recreation facilities, athletics and aquatic facilities. The document is structured in three substantive parts.

Property Asset Strategy and Business Plan

his strategy and Business Plan addresses Council's real assets to the Community Strategic Plan. Managing income from the property portfolio to ensure the organisation's long-term financial health.

Reputation Strategy

This strategy shows the reputation the Council wants to build. It explains how to achieve this at every point of contact with the community and stakeholders.

Social Justice Charter

This charter aims to drive social change and to improve the lives of our community. Building a culture of access, participation, respect, connection and empowerment, and equity for all. It provides a foundational guide to support Council to meet this aim.

Waste Management Strategy

This strategy outlines Council’s commitment to reducing waste to landfill. As well as increasing resource recovery and sustainable waste management practices. It lists important steps we need to take in providing sustainable waste services for the future.
