Background to the Georges River Local Environmental Plan 2021


The Georges River LEP 2021 includes all changes proposed by two separate planning proposals: the exhibited draft GRLEP 2020 and LEP21
 

Draft GRLEP 2020

On 26 February 2018, Council resolved to prepare a new LEP for our LGA.

The Georges River Local Environment Plan 2020 (GRLEP 2020) will replace:

The GRLEP 2020 was exhibited from 1 April to 31 May 2020. 1,153 community submissions were received.

On 25 and 26 June 2020, the outcome of the exhibition was reported to the Georges River Local Planning Panel (LPP) with the following attachments:

LEP21

LEP21 was prepared as the first amendment to the Draft GRLEP 2020.

LEP21 identifies additional housing opportunities in our LGA to meet the short term housing targets set by the NSW Government and looks at a number of matters unresolved by GRLEP 2020.

LEP21 aims to:

  1. Rezone the Narwee housing investigation area from low density residential to a combination of medium and high density residential zones. This rezoning will allow two storey medium density developments and small apartment blocks of up to four storeys.

  2. Introduce planning controls for manor houses and multi-dwelling housing (terraces) in the medium density and high density residential zones.

  3. Change the planning controls in Hurstville – Hillcrest Avenue housing investigation area to allow residential flat building developments of four storeys.

  4. Amend mapping anomalies for 33 Dora Street, Hurstville and 199 Rocky Point Road, Ramsgate.

The LPP supported LEP21. 

On 9 November 2020, Council’s Environment and Planning Committee considered a report on LEP21.

On 23 November 2020, Council endorsed LEP21 to be forwarded for a Gateway Determination and made the following resolution

On 23 December 2020, a Gateway Determination was received.

LEP21 was exhibited from 20 January 2021 to 17 February 2021. 

On 8 March 2021, the outcome of the exhibition was reported to Council’s Environment and Planning Committee. 

On 22 March 2021, Council endorsed that the LEP21 be forwarded to the Department of Planning and Environment (DPE) for finalisation and plan-making. Attachments included:
