Carss Park Pool Project

The NSW Office of Sport (OOS) is leading the development of a new pool at Carss Park on behalf of the NSW Government and Georges River Council. The project is supported by Council, State and Federal funding.

The Carss Park Pool project will deliver an outdoor, eight lane, Olympic-size pool, creating a fit for purpose and modern facility that supports swimming for the local community.

A Project Agreement between the OOS and Council was signed in April 2025. The Project Agreement has a governance framework with two layers, a Project Control Group (PCG) which has officers from Council, the OOS and NSW Public Works. The PCG will oversee the management and progress of the project.

The PCG reports to a Steering Committee. This committee includes the OOS Chief Executive and the General Manager of Georges River Council. The Steering Committee will provide strategic leadership of the project and approve PCG decisions and recommendations.

Strategic Oversight

The project is currently in the due diligence phase. This phase will determine the project scope, site constraints, concept designs and building methods.

The journey towards a new aquatic facility for Georges River

In June 2019 the Kogarah War Memorial Pool was closed. This happened after the NSW Environment Protection Authority (EPA) ordered it to be shut down. The reasons were pollution to the Georges River and the poor state of the pool and its facilities and amenities.

Following the EPA’s direction, the former pool facility was demolished and the contaminated site was remediated. This has facilitated the development of a new community aquatic facility for the Georges River community.

Council resolved to rebuild the new Carss Park Pool at the site of the Kogarah War Memorial Pool in November 2022.
