Overview
The Moomba to Sydney Ethane (MSE) Pipeline passes through parts of the Georges River local government area. In early 2025, the pipeline changed from carrying ethane to carrying natural gas.
A Hazard Analysis Report was prepared to assess the pipeline's current operating conditions. The report's findings have led to updates in the planning rules for the Georges River Local Environmental Plan (LEP) 2021.
What Is Changing?
The updated planning controls introduce a 200-metre planning review area along the MSE Pipeline corridor.
Within this area, development applications for certain sensitive land uses will require consultation with the NSW Planning Secretary before consent can be granted. These land uses include:

The planning review area does not prevent development from occurring.
The updated controls apply to specific types of sensitive development. They ensure relevant NSW Government agencies are consulted where required. Other development applications will continue to be assessed under the existing planning framework.
Why Are the Controls Being Updated?
The amendments make sure that planning controls match the pipeline's current use as a natural gas pipeline. They consider the latest hazard assessment from the Council. They also provide a consistent process for considering certain sensitive land uses in proximity to the pipeline.
