Planning Proposal Request

The Planning Proposal seeks to amend the Georges River Local Environmental Plan 2021 (GRLEP 2021) by providing a local provision specifically to increase the height and floor area for a residential care facility on the site. 

The objective of the local provision, Clause 6.17 Development on land at 53A-59A Gloucester Road, Hurstville is to enable a residential care facility on the site with a maximum building height ranging from 12m, 14m and 16.9m and a maximum floor space ratio (FSR) of 1.6:1.
 

Status

  • Considered by the Local Planning Panel (LPP) on 6 May 2021 who resolved to defer the Planning Proposal for additional information.
  • Considered by the LPP on 5 August 2021 who recommended that the Planning Proposal be forwarded to the Department of Planning and Environment (DPE) for a Gateway Determination.
  • On 25 October 2021, Council resolved to forward the Planning Proposal to the DPE for a Gateway Determination.
  • The Planning Proposal was forwarded to the DPE for a Gateway Determination on 5 November 2021.
  • A Gateway Determination was received on 28 February 2022.
  • The Planning Proposal, the draft Development Control Plan and supporting information were publicly exhibited from 4 May to 3 June 2022. 
  • On 22 August 2022, Council resolved to forward the Planning Proposal to the DPE for gazettal.
  • The Planning Proposal was referred to the DPE for finalisation.
  • Notified/commenced on 7 October 2022.
 

Development Control Plan

The Planning Proposal is accompanied by Amendment No. 1 to the Georges River Development Control Plan (GRDCP) 2021. Amendment No. 1 includes built form and design provisions to guide a future residential care facility on the site in accordance with the Planning Proposal for the site. The amendment inserts site specific provisions in Part 10 - Precincts of the GRDCP and makes a number of consequential changes to various sections of the GRDCP. 

At its meeting held on 22 August 2022, Council resolved to approve Amendment No. 1 to the GRDCP 2021. 

Amendment No. 1 became effective on 7 October 2022 - when the amendment to the Georges River Local Environmental Plan (GRLEP) 2021 was gazetted.
