Rebates for Pensioners

Council provides a rebate of up to $325.00 per year on rates payments to eligible pensioners. This includes the mandatory State Government rebate which is a maximum of $250.00 per year in addition to Council's voluntary rebate of up to $75.00 per year.  .

To be an eligible pensioner, you must hold either a:

  • Blue concession card from Centrelink (PCC)
  • Gold Card from the Department of Veterans' Affairs embossed with EDA or TPI
  • War Widow/War Widowers/wholly dependent partners must be eligible for a PCC in order to claim the pension concession on their Rates. Centrelink or Department of Veterans Affairs can assist in determining eligibility.
Your property must also be your sole or principal residence and have not made a claim on any other property in the same period.

The name of the person on the PCC card must be the same name as the person listed on the Rates Notice.
To be eligible for the full year rebate, the date the person becomes an eligible pensioner must be prior to 1 July in any rating year.

New pensioners after 1 July will receive a rebate proportionate to the number of full quarters remaining in the rating year after the day when the person becomes an eligible pensioner (Local Government Act 1993, Section 575). This is illustrated in the table below:
Date of Pension Being Granted Rebate within Rating Year
Before 1 July of rating year Full Rebate
Between 1 July and 30 September 75% Rebate
Between 1 October - 31 December 50% Rebate
Between 1 January - 31 March 25% Rebate
Between 1 April - 30 June No Rebate

When a person ceases to be an eligible pensioner, sells the property or in the case of death, a proportion of the rebate granted for the year is written back as payable. This applies in the same manner as a granted rebate: the write back will equal the number of full quarters remaining in the year.
