Strata Managers and Unit Development


Strata Managers, Owners Corporations and Building Managers have the following responsibilities related to waste management and waste collection services at multi-unit developments.
 

Requesting waste services in multi-unit dwellings

The Developer, Building Manager, Owner or Strata Manager is responsible for submitting a written request to Council to provide residential waste services after the construction of a new development is completed.

The request must contain the Development Approval Reference number and have a full Occupation Certificate. Bins can be delivered only after all documents are provided. The provision of services is subject to the risk assessment that will require an on-site meeting.

The applicant must allow at least four weeks notice for the processing of the application and bin delivery.

  • Waste management in Multi-Unit Developments

    The Strata Managers, Owners Corporation and Building Managers are responsible for maintaining waste and bin storage areas in a safe and hygienic manner. The following processes are essential minimum requirements:

    • Rotate bins in the bin storage area regularly. Move empty bins closest to the entrance and take full bins to the rear of the storage area. This helps prevent overfilling. 

    • Inspect bin storage areas regularly and pick up any waste spills.  

    • Clean bins, especially lids and handles, at least once a month. 

    • Sweep the bin storage areas at least weekly. 

    • Group each bin type together. Red-lidded general waste bins should be closest to the bin storage area entrance to help reduce contamination.

    • Maintain educational signage, ensuring it can be seen and read easily. 

    • Manage and clean chutes and other waste management equipment (bin tug, bin lift etc.). 

    • Manage access to bulky waste storage to prevent illegal dumping. 

    • Provide bins in common areas of the development and remove any litter in and around the development.

    Bins in communal areas of a development must encourage the separation of general waste, commingled recycling, and organics. The Building Manager, Owners, Strata Manager, and Owners Corporation are responsible for rotating and emptying these bins as required. The bins must have lids and be secured to prevent wind or animals scattering the litter.

    If health or safety risks are seen, bins may not be serviced. If bin storage areas are unsafe for Council’s waste contractors to enter, the wheel in wheel out service may be cancelled. The property will then be required to place all bins on the kerbside for collection.

  • Bin presentation requirements

    To ensure waste collection services are provided, Council requires the following: 

    • Ensure bins do not weigh more than 70kg.

    • Lids must be closed.

    • Place bins on the kerbside in a single row. They must face the road and be spaced at least 30 centimetres apart.

    • Do not put bins near trees, overhanging wires, parked cars or any other obstacles.

    • Place bins on the kerbside no earlier than 12 hours before collection (unless otherwise specified by Council).

    • Remove bins from kerbside within 12 hours of the collection and store them on private property (unless otherwise specified by Council).

    Council is not responsible for collecting litter and excess waste that is: 

    • Loose in the bin storage area.

    • Loose on the nature strip (classified as illegal dumping).

    • On the floor of storage areas.

    • On the lids of bins, obstructing their collection.

    Note: By not adhering to these presentation and collection requirements, you risk non-collection of the bin. 

    All waste bins must be stored within the confines of private property at all times except the approved collection time. Placing waste or a waste storage container in a public place without approval is an offence and can incur an infringement (fines starting at $330). It may also result in waste service cancellation. 

  • Broken and stolen bins

    To request a bin replacement or repair, contact the Waste Hotline on 1800 079 390. The Waste Hotline is open Monday to Friday, 8.30am - 5.00pm. You can also use Log it/Fix it to place a “Household bin - broken/damaged” or “Household bin - stolen” request.

    Broken and stolen bins are replaced and repaired without additional charges to strata or residents. These services are generally completed within 3-5 business days.  

    Council systematically reviews the number of bins at all properties within Georges River Council LGA. Council reserves the right to remove any authorised waste bins without notice, if the number of bins exceeds the limit of 120L of general waste and 120L of recycling waste per unit per week.

  • Bin allocation and additional bins

    Standard bin allocation for all properties in Georges River Council is based on the limit of 120L of general waste and 120L of recycling waste per unit per week. Council currently does not offer any additional garbage (red) and recycling (yellow) bins over the standard allocation for multi-unit developments.

    Please note that only Strata Managers, Building Managers or Body Corporate can request a review for multi-unit developments. Requests from residents or individual unit owners will not be processed.

  • Wheel Out Wheel Back Service

    Wheel Out Wheel Back (WOWB) service can be provided by Council to eligible multi-unit developments. This can assist with presenting bins for weekly collections. As part of this service, a Waste Collection Contractor presents the bins from the approved bin storage area to the kerbside for collection service and moves them back on collection day. This service is provided without any additional charges to the residents or Strata, however it can only commence if a property complies with requirements and passes a risk assessment.

    If Council cannot provide WOWB service, the Building/Strata Manager is required to engage a caretaker to present the bins to the street for collection no earlier than 12 hours before the collection and move them back to the private property no later than 12 hours after the collection (unless otherwise specified by Council). Early presentation or failure to remove bins from public land in a timely manner may incur fines and cancellation of the Council’s waste services.

    Only Strata Managers, Building Managers or Body Corporate can request WOWB service for multi-unit developments, requests from residents or unit owners cannot be processed.

    Before submitting a WOWB request, please make sure the property complies with the following requirements:

    • Adequate lighting in the bin storage area and on the paths of bin relocation: WOWB services can be provided in the early hours of the morning often with insufficient natural light. As part of the work health and safety policy, it is important to make sure that staff always operate with sufficient lighting. Council recommends sensor lighting be installed in the bin storage area and on the path of bin travel.

    • Adequate access to the bin storage area: The bin storage area must be on the ground floor and be easily accessible. The bin storage area must be located within 15 meters of the waste collection point. The path of travel must be level and on an impervious surface. If the path of bin relocation has a significant slope, WOWB services will not be approved.

    To provide the WOWB service, Council’s contractors must have safe access to the bin storage area.  If bin storage is secured by doors or gates, they must be opened easily and safely from the outside. The doors must be unlocked by 9pm prior to the scheduled collection services or Council’s Waste Collection Contractor must be provided with a key, remote, pin code or swipe card to access the bin bay.

    The Strata/Building Managers and Owners Corporation will be responsible for supporting the access of Council’s Waste Collection Contractor to the bin storage area. This includes providing replacement keys/remote/swipe cards as necessary if they are lost. If locks are replaced, the Council must be informed in advance and provided with a replacement.

    The WOWB service will be provided from the approved bin storage area only. A change of bin location will require a separate risk assessment. To ensure WOWB services are provided, all bin and waste storage areas must be maintained in a clean, safe, and hygienic manner. The bins must not weigh more than 70kg. By not adhering to these presentation and collection requirements, you risk non-collection of the bins and cancellation of WOWB service.

  • On-property waste collection service

    Council may be able to provide on-site collection services for certain developments. Developments must satisfy collection vehicle access requirements and enable a council-contracted waste collection vehicle to stand on-site and service both bins and bulky waste.

    Developments with the following design may be considered:

    • Turntable access and operation to enable access to the site by a Council waste collection vehicle with rear bin loading.

    • Waste Loading Zone access and operation enables access to the site by a Council waste collection vehicle with rear bin loading.

    On-site collection must cater for the following waste rear loader vehicle specifications (larger than standard MRV): 

    • Length: 10.5 meters.

    • Width: 2.5 meters.

    • Travel height: 3.9 metres.

    • Operational height for loading: 3.9 metres.

    • Vehicle tare weight: 13.1 tonnes.

    • Maximum payload: 10 tonnes.

    • Loaded vehicle mass estimate: 23 tonnes.

    • Turning circle: 25 meters.

    • Appropriate surface grades.

    Strata management is required to sign a professional indemnity form to allow collections on a property grounds.

  • Council Kerbside Clean-up service

    Properties in the Georges River area are offered two kerbside clean up services each calendar year.

    Strata Managers, Building Managers or Body Corporate are responsible for managing Kerbside Clean Up services in multi-unit developments on behalf of the residents. They must book the service and advise all residents of the approaching service date. They must also make sure that correct items are presented for the service in an orderly manner and at the correct time. Items for collection must not obstruct roadways, footpaths or driveways when presented. 

    Hazardous items will not be collected as part of the kerbside clean-up service and are considered illegal dumping. Georges River Council reserves the right to reject items presented for the clean-up service. 

    Please ensure collection items are placed on the kerbside the night prior to the collection date. The kerbside service is for the booked property only. It is unlawful to place items outside another person’s property. Council clean-up material must be placed on the nature strip no earlier than one day before collection. Early presentation of clean-up material will be classified as illegal dumping.  

    Illegal Dumping and littering are offences under the Protection of the Environment Operations Act 1997 and may attract fines. Strata Managers, Building Managers or Body Corporate are responsible for organising the removal of unlawful material from the Council land.

  • How to dispose of extra waste

    Council do not provide any additional residential waste bin over the standard bin allocation of 120L of general waste and 120L of recycling waste per unit per week. It is the responsibility of Strata Managers, Owner’s Corporation and Building Managers to lawfully dispose of  any excess waste generated at development by engaging additional waste collection services via certified private waste collection contractors at the cost to residents/strata.

  • Illegal dumping

    Often illegal dumping is found near multi-unit developments due to the high turnover of residents or the possibility for anonymity.  

    Strata and Building Managers can help deter illegal dumping by: 

    • Advising residents of upcoming kerbside clean up services, including acceptable and unacceptable items for collection.

    • Correctly advising cleaners or gardeners of acceptable waste management practices.

    • Engaging private waste contractors for the removal of excess waste.

    • Adequately lighting common areas like paths, driveways and other shared areas.

    • Ensuring a clean, tidy and well-presented property with clean bin bay areas.

    • Installing CCTV cameras where possible, or working with Council to enable the installation of CCTV cameras.

  • Bin area signage and residents’ education

    Council provides free bin stickers and weather-proof signage for use in bin storage areas. It is the responsibility of the Strata Manager, Building Manager or Owners Corporation to install and maintain signage.

    Council also provides free educational material for residents to assist using Council waste services correctly. It is the responsibility of the Strata Manager, Building Manager or Owners Corporation to request this and distribute the materials to all residents. They should also ensure new residents receive this material.

  • Mixed-use developments

    In all developments with residential and commercial components, the Strata Manager, Building Manager or Owners Corporation must ensure that all commercial tenants have appropriate private waste collection arrangements. Commercial tenants must not have access to residential waste disposal facilities.

    Private waste collection services for commercial tenants must occur in a source-separated manner according to the following streams: general waste, commingled recycling, and organics at a minimum. Any bulky waste generated by commercial tenants must be removed immediately through private waste contractors.

    The Council offers commercial waste collection services for non-residential properties. To request commercial waste service please fill out the Commercial Waste and Recycling Services Application Form and email it to mail@georgesriver.nsw.gov.au. The subject line should include the property address and “Commercial waste services application”.

  • New developments

    The Developer, Building Manager, Owner or Strata Manager is responsible for submitting a written request to Council to provide residential waste services after the construction of a new development is completed.

    The request must contain the Development Approval Reference number and have an attached Residential Waste and Recycling Services Application Form and full Occupation Certificate. Bins can be delivered only after all documents are provided. The provision of services is subject to the risk assessment that will require an on-site meeting. The applicant must allow at least four weeks notice for the processing of the application and bin delivery.

    The Developer, Building Manager, Owners, Strata Manager, and Owners Corporation are responsible for managing and disposing of any waste on the property if residents move in before the bin delivery is completed. The size and number of bins provided by the Council may vary depending on the availability, collection arrangements and property set-up. A Standard Domestic Waste Management Charge will be allocated to each residential unit of the development.
