The preparation of a Planning Proposal is the first step in the process of amending an LEP.
The Department of Planning and Environment have produced a Guide to Preparing Planning Proposals and a Guide to Local Environmental Plans. Both documents are available on the Department of Planning and Environment’s website
For an applicant initiated Planning Proposal, it is the responsibility of the applicant or a representative to provide justification for the proposed changes. It is strongly recommended that the applicant meet with Council’s Strategic Planning staff before a Planning Proposal is lodged.
In submitting a planning proposal, there is no guarantee that it will be supported by the Independent Hearing and Assessment Panel (IHAP) or the Administrator (Council) or proceed through the ‘Gateway’ process.
If a Gateway determination is issued (by the Minister or delegate) this will specify whether or not a planning proposal is to proceed, what further information may be required and the consultation needed before the proposal can be finalised.
All planning proposals must be prepared in accordance with the Department of Planning and Environment's (DP&E) Guide to preparing planning proposals

Until the new Council is elected in September 2017, all Planning Proposals will be referred to the IHAP for consideration and then following a recommendation from the IHAP will be presented to a Council meeting for determination by the Administrator.

Prior to lodgement of a Planning Proposal, it is recommended that a Pre-Planning Proposal Meeting be held with Council’s Strategic Planning Team. To arrange a meeting please contact Council’s Customer Service Centre on 9330 6400.
