Planning Proposal Request

Amend the Georges River LEP 2021 to:

  • Rezone the site to MU1 Mixed Use.
  • Increase height to 20m, 30m and 60m.
  • Increase FSR to 3:1, 5:1 and 7:1.
  • Reclassify 4-6 Dora St to operational land.
  • Retain the heritage item (Hurstville Museum and Gallery) by including it on the heritage map and within Schedule 5 (Environmental heritage). 
  • ​Identify 2 Patrick Street (Lots A and B in DP 389008) and part Patrick Street Road Reserve (4 MacMahon Street (Lot 1 in DP 1280799 - to the centreline)) as Area B on the Additional Permitted Uses Map and permit the use of 'residential flat buildings' via Schedule 1 - Additional Permitted Uses.
  • ​Exclude the application of Clause 6.13 - Development in Zones E1 and MU1 to Area B.
  • Introduce a local provision to allow community facilities and public benefits on the site, including a minimum floor area for community uses and minimum sunlight to the Civic Plaza.

The amendment is to enable the future redevelopment of the existing Hurstville Civic Precinct for a mixed use civic, cultural, commercial and residential destination.

As the Planning Proposal relates to Council owned land, Georges River Council is not the Local Plan-Making Authority (the authority for making amendments to the Georges River LEP).

Considered by the Local Planning Panel on 4 April 2019.

On 25 May 2020, Council resolved to forward the Planning Proposal to the then Department of Planning, Industry and Environment (DPIE) following amendments.

An amended Planning Proposal was submitted and forwarded to the then DPIE for a Gateway Determination.

The then DPIE raised concerns relating to overshadowing impacts from Building D on the neighbouring residential development along Dora Street. Accordingly, an amended Planning Proposal was submitted.

On 26 July 2021, Council resolved to forward the amended Planning Proposal to the then DPIE.

The amended Planning Proposal was forwarded to the then DPIE for a Gateway Determination on 9 August 2021.

A Gateway Determination was received on 28 September 2021.

An Alteration of Gateway Determination was issued by the Department of Planning and Environment (DPE) on 2 December 2022 to extend the time for completing the Planning Proposal to July 2023.

As the Planning Proposal involves the reclassification of 4-6 Dora Street, Hurstville from community land to operational land to enable its redevelopment as part of the Hurstville Civic Precinct, a public hearing was held on 30 March 2023. A copy of the public hearing report is available to view. 

On 26 June 2023, Council resolved to adopt the proposed amendment to the Georges River LEP 2021 with amendments to the exhibited proposal to clarify in the local provision how the minimum and maximum provisions for floorspace attributed to particular uses and public open space are intended to be calculated in relation to the entire Hurstville Civic Precinct. 

At this meeting, Council also resolved to approve the accompanying draft DCP with amendments to the exhibited draft DCP to require the protection of the remembrance plaque on the former Hurstville Baptist Church, and for the Car Parking Study and Traffic Impact Assessment to address multimodal transport impact assessment and the identification of active transport links to existing school travel paths.

The amended Planning Proposal was forwarded to the Department of Planning and Environment (DPE) for gazettal.

The Planning Proposal was gazetted on 27 October 2023.
