Employment Lands Study

Council, at its meeting on 7 August 2017 considered the Georges River Employment Lands Study (CLL 149-17).

Stage 1 – Background Report: provides background information and the strategic context of Georges River’s employment lands, including industrial zoned land and business zoned land.

Stage 2 – Industrial and Commercial Land Strategy: provides an assessment of the existing IN2 – Light Industrial zoned lands across the Georges River LGA and makes recommendations on the future of these lands; provides an assessment of land zoned B1 – Neighbourhood Centre and B2 – Local Centre in the Peakhurst, Mortdale and Hurstville Wards (former Hurstville Council LGA) and makes recommendations on the future of these lands.

The Study excludes the B3 - Commercial Core and B4 - Mixed Use zone land in the Hurstville Ward, known as the Hurstville City Centre. The Hurstville City Centre Urban Design Strategy reviews and updates the existing development standards in the City Centre.

The Study also excludes the B1 – Neighbourhood Centre and B2 – Local Centre zoned land within the Blakehurst and Kogarah Bay Wards (former Kogarah City Council LGA). These two zones were the subject of a separate study – Kogarah Employment Lands and Economic Development Strategy, prepared in 2013. The recommendations of this previous study have been incorporated into Kogarah Employment Lands and Economic Development Strategy.

IN2 - Light Industrial zoned lands

Council resolved at its meeting held 7 August 2017 to seek an independent peer review of the assessment and methodology undertaken on all of the City's Industrial Precincts as part of the preparation of the Georges River Employment Lands Study.

In accordance with the Council's resolution of 7 August 2017, SGS Economics and Planning (SGS) was commissioned by Council to undertake a peer review of the methodology, criteria and assessment of each the industrial precincts, including the Employment Lands Study.  

The SGS peer review recommends that Council:

  • Strengthen its industrial lands assessment framework to better capture the importance of local population serving industrial precincts; and
  • Establish guidelines for assessing rezoning proposals to ensure a consistent process for the assessment of planning proposals to rezone industrial lands.

In accordance with SGS' recommendations, Council commissioned SGS to develop the Georges River Industrial Land Review which was adopted by Council on 17 December 2018. Further information on the Georges River Land Review is available.

B1 - Neighbourhood Centre and B2 - Local Centre zoned lands

Council at its meeting held 7 August 2017 also resolved that a further report on the future of the B1 - Neighbourhood Centre and B2 - Local Centre zones be presented to Council once completed.

Council has commenced the preparation of a Commercial Centres Strategy that will investigate the role of each of the centres in the LGA with the intent to review and recommend planning controls.
